Revises the definition of "developmental disability" in Florida law to include fetal alcohol spectrum disorders alongside intellectual disability, cerebral palsy, autism, and other specified conditions.

Defines "fetal alcohol spectrum disorders" as the range of adverse effects occurring in individuals prenatally exposed to alcohol, including physical, mental, behavioral, and learning disabilities with possible lifelong implications.

Updates the Family Empowerment Scholarship Program to recognize fetal alcohol spectrum disorder as a qualifying disability for students ages 3-4 and kindergarten through grade 12.

Renumbers subsections (18) through (46) of section 393.063 as subsections (19) through (47) to accommodate the new fetal alcohol spectrum disorders definition.

Takes effect July 1, 2023.
