Expands hate crime reclassification grounds to include crimes motivated by gender or gender identity, in addition to existing protected categories like race, religion, and sexual orientation.

Defines "gender identity" as a person's gender-related identity, appearance, or behavior, regardless of whether it differs from the person's physiology or assigned sex at birth.

Changes hate crime reclassification language from crimes against "the victim" to crimes against "any person," broadening the scope of protected individuals.

Replaces "mental or physical disability" with "disability" and redefines it as any physical or mental impairment that substantially limits one or more of a person's major life activities.

Requires the Florida Department of Law Enforcement to collect and disseminate data on criminal acts evidencing prejudice based on gender, gender identity, and disability, effective July 1, 2022.
