Increases the minimum monthly payment presumed to correspond to a person's ability to pay court-related fees and fines to the greater of 2 percent of annual net income divided by 12 or $25.

Authorizes courts to waive, modify, or convert outstanding fees, service charges, court costs, or fines to community service if an individual is determined to be indigent or unable to comply with payment plan terms.

Allows courts to take action on their own motion or by petition to adjust payment obligations based on compelling circumstances.

Effective July 1, 2022.
