Establishes the Florida Seal of Fine Arts Program within the Department of Education to recognize high school graduates who have met exemplary benchmarks in fine arts coursework, effective with the 2022-2023 school year.

Requires students to earn a standard high school diploma and successfully complete at least three year-long courses in dance, music, theatre, or visual arts with a grade of "A" or higher to be eligible for the seal.

Students must also meet a minimum of two additional requirements, including completion of advanced fine arts courses, participation in juried events, volunteer arts service, portfolio-based program completion, or receipt of recognition for an original work of art.

The Commissioner of Education must design and provide the seal to school districts, establish benchmark rubrics, and school districts must maintain records, affix the seal to qualifying students' diplomas, and note the award on transcripts.

Prohibits any fees for the seal and authorizes the State Board of Education to adopt rules and establish additional criteria for the award.
