Establishes a goal of 100% renewable energy for all electricity used in Florida by 2040, with interim target of 50% renewable energy by 2030

Requires statewide net zero carbon emissions by 2050, with interim targets of 40% reduction by 2030 and 80% reduction by 2040

Prohibits all new drilling, exploration, or production of oil, gas, or other petroleum products on Florida's lands and waters, and bans construction of new structures intended for petroleum extraction or transport

Narrows the definition of "biomass" and "renewable energy" to exclude waste heat from sulfuric acid manufacturing, landfill gas, and synthetic gas from waste petroleum coke

Creates the Renewable Energy Workforce Development Advisory Committee to identify employment potential in clean energy, set workforce targets, and prioritize job opportunities for environmental justice communities, minorities, women, and displaced fossil fuel workers
