Changes voter registration book closure deadline from 29 days to 14 days before an election.

Transforms driver license and identification card applications (including renewals and address changes) into automatic voter registration applications unless applicant declines.

Requires driver license applications to include a voter registration component approved by the Department of State, with options to select party affiliation or decline registration.

Mandates electronic transmission of voter registration information from the Department of Highway Safety and Motor Vehicles to the Department of State within 24 hours, then to the appropriate county supervisor of elections.

Effective January 1, 2023 for most provisions; takes effect July 1, 2022 for closure date changes.
