Abolishes capital punishment in Florida by eliminating the death penalty and making life imprisonment without parole the sole punishment for capital felonies.

Repeals numerous statutes related to death penalty procedures including execution warrants, stay of execution, capital collateral representation, and sentencing determinations for capital cases.

Eliminates the capital collateral regional counsel office and removes references to death penalty procedures from Florida Statutes sections addressing representation, appeals, and postconviction proceedings.

Removes public records exemptions related to death penalty cases and identity of executioners.

Makes conforming amendments throughout Florida law to replace references to death penalty procedures with life imprisonment sentencing provisions.
