Exempts progressive design-build contracts for complex, high-risk projects valued at $400 million or more from the $120 million annual cap on innovative transportation contracts.

Increases the financial statement threshold for contractors bidding exclusively on smaller projects from $1 million to $2 million in proposed budget estimates.

Deletes the public records exemption for documents revealing the identity of potential bidders and allows existing certificates of qualification to remain in place during the renewal application process upon request.
