Authorizes counties and municipalities to enforce school zone speed limits using automated speed detection systems that record vehicle speeds via radar and capture photographs or videos of violating vehicles.

Establishes a $100 fine for speeding violations in school zones enforced by traffic infraction enforcement officers, with penalties distributed to the state General Revenue Fund, local governments, law enforcement training, school districts, and the Coach Aaron Feis Guardian Program.

Requires Department of Transportation to establish placement and installation specifications for speed detection systems by August 1, 2022, and mandates counties and municipalities conduct a 30-day public awareness campaign before implementing speed detection programs, during which only warnings are issued.

Creates procedures for issuing notifications of violations and traffic citations by mail, allowing vehicle owners to request hearings within 30 days and permitting owners to submit affidavits claiming another person had control of the vehicle at the time of violation.

Specifies that speed detection system violations do not result in points against driver licenses or affect motor vehicle insurance rates, and are only enforceable when speeding exceeds posted limits by more than 10 miles per hour.
