Proposes constitutional amendment to require Florida's Medicaid plan to provide coverage to persons under age 65 with income at or below 138 percent of the federal poverty level.

Requires state Medicaid agency to submit state plan amendments to the governor by April 1, 2023.

Requires governor to review amendments and provide comments by July 1, 2023, and state Medicaid agency to submit amendments and comments to federal government by October 1, 2023.

Exempts implementing legislation from Article VII, Section 19 supermajority vote and single-subject requirements.

Directs amendment to be submitted to Florida voters for approval at the next general election or earlier special election.
