Creates "Sevilla's Law" establishing requirements for companion animal cremation providers in Florida, including written service descriptions and certifications.

Requires cremation providers to furnish written descriptions of services to animal owners, referring veterinarians and pet shops, and the Department of Agriculture and Consumer Services, with detailed explanations of each cremation type offered.

Prohibits misleading terminology such as labeling communal cremations as "private" or "individual" and requires disclosure if any part of the deceased animal will be removed, used, or sold.

Mandates cremation providers include a certification with returned remains declaring compliance with service representations and establishes penalties of $1,001-$1,500 for first violations and $2,000-$2,500 for subsequent violations.

Authorizes the Department of Agriculture and Consumer Services to investigate violations, issue cease and desist orders, and impose administrative fines, while providing a private right of action for injured parties to recover damages and attorney fees.
