Creates the "Defend the Guard Act" prohibiting the Florida National Guard from being released into active duty combat unless Congress has made an official declaration of war or taken official action under Article I, Section 8, Clause 15 of the U.S. Constitution.

Defines "active duty combat" as participation in an armed conflict, performance of hazardous service in a foreign state, or performance of duty through an instrumentality of war.

Defines "official declaration of war" as an official declaration made by the United States Congress pursuant to Article I, Section 8, Clause 11 of the U.S. Constitution.

Requires the Governor to take all necessary actions to comply with the prohibition on releasing National Guard members into active duty combat.

Takes effect upon becoming law.
