Directs the Department of Highway Safety and Motor Vehicles to develop an Ethical Ecotourism specialty license plate with "Florida" at the top and department-approved words at the bottom.

Distributes annual use fees equally between the Florida Society for Ethical Ecotourism, Inc., and Paddle Florida, Inc., with each organization permitted to use up to 10 percent of proceeds for administrative costs and plate marketing.

Requires the Florida Society for Ethical Ecotourism, Inc., to use remaining proceeds for environmental education and awareness promoting sustainability of Florida's natural ecosystems and resources.

Requires Paddle Florida, Inc., to use remaining proceeds for water conservation awareness, wildlife preservation, springs restoration, and waterway protection in Florida.

Takes effect October 1, 2022.
