Repeals Part III of Chapter 343, Florida Statutes, which established and governed the Tampa Bay Area Regional Transit Authority.

Dissolves the Tampa Bay Area Regional Transit Authority and requires it to discharge debts, settle affairs, and distribute assets to local general-purpose governments in proportion to their contributions to asset acquisition.

Removes the requirement to create a Chairs Coordinating Committee composed of metropolitan planning organizations serving eight counties (Citrus, Hernando, Hillsborough, Manatee, Pasco, Pinellas, Polk, and Sarasota).

Deletes reference to the Tampa Bay Area Regional Authority Master Plan in the state's rail system planning requirements while maintaining references to other regional transit plans.

Effective date is July 1, 2023.
