Reduces timeframe for health maintenance organizations to submit overpayment claims to providers from 30 months to 12 months after payment of the original claim.

Eliminates separate 12-month submission requirement for providers licensed under chapters 458, 459, 460, 461, or 466, establishing uniform 12-month timeframe for all providers.

Permits claims for overpayment beyond the 12-month period only for providers convicted of fraud pursuant to section 817.234.
