Prohibits counties and municipalities from requiring citizens to submit to medical procedures or receive medical treatment, and from conditioning access to public property or services based on medical status.

Prohibits counties and municipalities from requiring the wearing of face coverings, defined as any item attached to a person's face or head intended to slow or prevent transmission of illness or disease; any such requirement is void.

Prohibits district school boards, superintendents, and school principals from adopting, implementing, or enforcing policies, rules, codes of conduct, or orders requiring the wearing of face coverings; any such requirement is void.

Allows public health information campaigns by counties and municipalities, and permits face covering requirements only if authorized by a specific enabling statute that references the applicable section.
