Establishes the "Anthony Reznik Act" and revises the definition of aggressive careless driving to include operating a motor vehicle while texting and violating restrictions imposed on a driver's license, in addition to existing traffic violations.

Creates a civil penalty for aggressive careless driving, with enhanced penalties when the conduct causes damage to property or person of another, or serious bodily injury to another person.

Establishes a second-degree misdemeanor charge when aggressive careless driving results in the death of another person, punishable under ss. 775.082 or 775.083.

Requires persons cited for aggressive careless driving resulting in damage, serious bodily injury, or death to attend a department-approved driver improvement course to maintain their driving privileges.

Authorizes courts to order persons convicted of aggressive careless driving resulting in death to pay restitution for all costs and damages arising from the criminal conduct, in addition to other penalties.
