Amends the Commission on Mental Health and Substance Abuse to assess the adequacy of Florida's National Suicide Prevention Lifeline (NSPL) system and other components of the state's behavioral health crisis system

Adds eight new duties to the commission including conducting an overview of the NSPL infrastructure, analyzing crisis response services capacity, and evaluating linkages between NSPL and crisis response services throughout the state

Requires the commission to analyze current capacity of crisis response services including mobile response teams and centralized receiving facilities, with specific data on geographic coverage, response times, and populations served

Directs the commission to identify available mental health block grant funds and Medicaid funding sources that can support NSPL and crisis response infrastructure, including funds from opioid settlements and federal relief programs

Takes effect July 1, 2022
