Establishes the "Arthur G. Dozier School for Boys and Okeechobee School Abuse Victim Certification Act" to certify living persons who were confined at either school between 1940 and 1975 and subjected to mental, physical, or sexual abuse by school personnel.

Requires applicants to submit applications to the Department of State by September 1, 2022, with an affidavit of confinement and abuse, documentation from state archives or the schools, and current photographic identification.

Directs the Department of State to examine applications within 30 calendar days, notify applicants of any errors or omissions, allow 15 calendar days for completion, and process completed applications within 90 calendar days.

Prohibits denying an application if the department failed to timely notify the applicant of errors or request additional information, and requires certification of all applicants meeting requirements.

Exempts victims of Florida reform school abuse from standard crime victim compensation requirements, including statute of limitations and filing deadlines, allowing claims to be filed within 1 year of the act's effective date.
