Amends licensure requirements for basic and advanced life support services by modifying certificate of public convenience and necessity provisions in Florida law.

Exempts active first responder agencies meeting specific criteria from obtaining certificates, including faith-based nonprofits operating for at least 10 consecutive years with at least 50 unpaid volunteer EMTs or paramedics, provided they operate free of charge and have never had a license denied, revoked, or suspended.

Limits the certificate exemption to no more than four counties statewide.

Requires counties with populations exceeding 1 million to issue certificates to applicants that have operated in the state for 10 years and hold certificates from at least three other counties, except for counties operating under certain home rule charters.

Takes effect July 1, 2022.
