Revises the Criminal Punishment Code to establish dual purposes of sentencing: punishment and rehabilitation, with rehabilitation no longer subordinate to punishment.

Redefines "gain-time" to encompass good behavior time, rehabilitation credits, and outstanding deed awards collectively, replacing the previous "basic gain-time" and "incentive gain-time" terminology.

Authorizes the Department of Corrections to grant up to 60 additional days of rehabilitation credits for successful completion of approved programs including high school equivalency, college degrees, vocational certificates, drug treatment, life skills programs, and reentry programs.

Establishes sentencing caps: prisoners cannot earn good behavior time or outstanding deed awards to reduce sentences below 85 percent of time imposed; rehabilitation credits cannot reduce sentences below 75 percent of time imposed.

Increases outstanding deed awards from 1-60 days per deed performed and allows up to 2 additional days per month of good behavior time for prisoners serving drug-related sentences under sections 893.13 or 893.135, with retroactive application of certain credits.
