Extends the filing deadline for wrongful incarceration petitions from 90 days to 2 years after conviction is vacated and charges are dismissed or person is acquitted, effective July 1, 2022.

Provides limited retroactivity allowing persons whose convictions were vacated between January 1, 2006 and July 1, 2022 to file petitions by July 1, 2024 if they were previously ineligible due to timing or prior unrelated felony convictions.

Eliminates standing for deceased persons' heirs, successors, or assigns to file wrongful incarceration petitions on behalf of the deceased.

Narrows ineligibility criteria by removing most prior and concurrent felony convictions as disqualifying factors, allowing compensation only to be denied for periods when a person was concurrently serving a sentence for a separate lawful conviction.

Adjusts inflation adjustment eligibility for compensation from persons incarcerated after December 31, 2008 to those incarcerated after December 31, 2005, and makes payments for retroactive petitions subject to specific legislative appropriation rather than continuing appropriation.
