• Expands statement of estimated regulatory costs requirements to include market impacts, compliance cost details, and good faith estimates of various direct and indirect costs; requires agencies to provide website addresses where full statements can be viewed.

• Establishes 10-year rule review schedule for all agencies and requires regulatory plans to identify rules for repeal, include indexes of reviewed rules by status, and provide list of duplicative or unused rulemaking authority statutes to Division of Law Revision.
