Authorizes the Board of Psychology to certify licensed psychologists to prescribe drugs and controlled substances for psychiatric, mental, cognitive, nervous, emotional, developmental, or behavioral disorders.

Requires applicants to hold a doctoral degree in psychology, pass a nationally recognized psychopharmacology examination, complete intensive didactic education in pharmacology and related sciences, and gain relevant clinical experience; exempts physicians, nurse practitioners, and those who completed the Department of Defense Psychopharmacology Demonstration Project.

Mandates prescribing psychologists must maintain patient drug records, consult with patients' primary care physicians before prescribing, and renew certification every 2 years by completing 20 hours of continuing education related to prescriptive authority.

Prohibits prescribing psychologists from issuing prescriptions without valid certification, delegating prescriptive authority, or prescribing to patients without a primary care physician.

Requires the Board of Psychology to establish an interim panel by October 1, 2022, composed of physicians, pharmacists, and psychologists to submit rule recommendations by May 1, 2023; directs the board to notify the Board of Pharmacy of all prescribing psychologists and any changes to their certification status.
