Eliminates examination fees charged to applicants for clinical social workers, marriage and family therapists, and mental health counselors by removing the requirement to pass costs to the department for purchasing exams from national organizations.

Allows marriage and family therapists with master's degrees from institutionally accredited colleges or universities (with degrees conferred before September 1, 2027) to qualify without requiring Commission on Accreditation for Marriage and Family Therapy Education accreditation.

Expands accrediting body recognition for mental health counselors to include the Masters in Psychology and Counseling Accreditation Council or equivalent bodies, effective July 1, 2025.

Changes accreditation requirements from regional to institutional accrediting bodies recognized by the Council for Higher Education Accreditation for all three mental health professional categories.

Modifies examination requirements to allow the board to designate theory and practice exams by rule rather than requiring specific department-provided exams.
