Defines "registration certificate card" as a driver license-sized card containing all information from a motor vehicle certificate of registration.

Requires registration application forms to include language allowing applicants to request registration certificate cards, which can be mailed via United States mail service.

Authorizes the Department of Highway Safety and Motor Vehicles to issue registration certificate cards upon request to vehicle owners and lessees, and requires issuance in specific circumstances such as for DUI-suspended drivers and temporarily employed persons.

Expands documents that operators must possess or carry in vehicles to include registration certificate cards, and makes alteration of these cards a noncriminal traffic infraction.

Allows surviving spouses of deceased registered vehicle owners to request registration certificate cards and clarifies transfer procedures with a $4.50 transfer fee for issuing new cards.
