Authorizes the Department of Highway Safety and Motor Vehicles to collect a mail service charge for mailed registration certificate cards, consisting of actual postage rounded to the nearest 5 cents plus a 25-cent handling charge.

Imposes a $2.50 service charge for each original or duplicate issuance or transfer of a registration certificate card.

Service charges collected under the bill are retained by the department or tax collector as fees accruing to those offices.

Mail service charges are deposited into the Highway Safety Operating Trust Fund.

Effective date is contingent on SB 574 or similar legislation taking effect in the same legislative session.
