Expands use of $3 million annually from Florida Hurricane Catastrophe Fund to allow construction of new public hurricane shelters in addition to retrofitting existing facilities.

Renames the annual report from "Shelter Retrofit Report" to "Shelter Development Report" to reflect the expanded scope of shelter projects.

Transfers operation of the Manufactured Housing and Mobile Home Mitigation and Enhancement Program from Tallahassee Community College to Gulf Coast State College, effective July 1, 2022.

Removes language stating that rates from the Manufactured Housing and Mobile Home Mitigation and Enhancement Program are not competitive rates under insurance law.

Delays the repeal of the Hurricane Loss Mitigation Program from June 30, 2022 to June 30, 2032.
