Enacts the Agreement Among the States to Elect the President by National Popular Vote into Florida law, allowing Florida to join other states in this interstate compact.

Requires member states to conduct statewide popular elections for President and Vice President and appoint presidential electors based on the national popular vote winner rather than individual state results.

Establishes that each member state's chief election official must calculate the national popular vote total across all member states and certify electors for the candidate slate with the largest national popular vote total.

Agreement takes effect when states possessing a majority of electoral votes have enacted it in substantially the same form; any member state may withdraw except within six months of a President's term ending.

Effective July 1, 2022.
