Expands public records exemption under section 320.025 to include all records pertaining to registration applications submitted by criminal conflict and civil regional counsel offices for confidential vehicle registration certificates and license plates or decals issued under fictitious names.

Exempts these records from disclosure under Florida's public records law (s. 119.07(1)) and Article I, Section 24(a) of the Florida Constitution while retained by the department.

Allows regional counsel offices to obtain confidential vehicle registrations in the same manner as law enforcement agencies and the state public defender's office to protect investigators' safety from potential retaliation.

Subjects the exemption to the Open Government Sunset Review Act and requires legislative reenactment by October 2, 2027, to prevent automatic repeal.

Takes effect on the same date SB 596 or similar legislation becomes law.
