Exempts costs under $2 million for upgrades to education facilities designed to provide enhanced hurricane protection areas from cost per student station calculations under section 1013.64(6)(b)

Limits eligible upgrades to those necessary for enhanced hurricane protection area designation, electrical and standby emergency power systems, renewable energy source devices, and energy storage devices

Requires all upgrade costs to be consistent with prevailing market costs in the area where the education facility is located

Takes effect July 1, 2022
