Requires annual appropriation of $20 million from the Land Acquisition Trust Fund to the Department of Environmental Protection for implementing the Florida Keys Stewardship Act or acquiring land in the Florida Keys Area of Critical State Concern.

Limits use of appropriated funds to promoting protection or restoration of Florida Bay, the Florida Keys, nearshore marine ecosystems, and coral reefs, or to land acquisitions prioritizing water resource protection and natural groundwater recharge.

Prohibits the Department of Environmental Protection from using the $20 million appropriation for wastewater management projects or programs.

Reduces the $20 million distribution by an amount equal to debt service paid on bonds issued after July 1, 2022 for these specified purposes.

Takes effect July 1, 2022, and removes obsolete language regarding the 2021-2022 fiscal year.
