Makes counties and municipalities legally and financially responsible for all repair work, requiring restoration of property to pre-work condition and repairs meeting continuous monolithic pipe standards inspected by PACP- and LACP-certified camera operators.

Permits counties and municipalities to use state or local funds allocated for environmental preservation or water quality protection for these programs, with option to establish alternative evaluation and rehabilitation programs.
