Establishes the Florida Institute for Charter School Innovation at Miami Dade College to improve charter school authorizing practices in Florida.

Requires the Department of Education to collaborate with the institute and charter school sponsors in developing a sponsor evaluation framework addressing sponsor vision, alignment with best practices, and charter school performance.

Directs the institute to create best practice resources, provide training and technical assistance to sponsors, conduct applied research, and host workshops and conferences on charter school topics.

Authorizes the institute to apply for and receive federal, state, and local grants to support its operations.

Appropriates $1 million in recurring General Revenue Funds for fiscal year 2022-2023 to Miami Dade College to establish and operate the institute, effective July 1, 2022.
