Deletes the obsolete October 1, 2002 effective date for the prohibition on filing fees for domestic violence protection petitions.

Authorizes and requires court clerks to electronically transmit protective injunction documents to sheriffs, with mandatory electronic transmission of certified copies for respondents residing outside the filing county.

Allows electronically transmitted injunction documents to be served in the same manner as certified copies, replacing prior facsimile transmission provisions.

Permits sheriffs to authorize law enforcement officers to electronically transmit proof of service for injunctions under domestic violence, repeat violence, sexual violence, dating violence, and stalking statutes.

Requires the Florida Sheriffs Association and Florida Association of Court Clerks and Comptrollers to establish a joint workgroup to coordinate new electronic transmission procedures, effective immediately upon the bill becoming law.
