Creates the Family and Medical Leave Insurance Benefits Fund under the Department of Financial Services to administer a family and medical leave insurance benefits program

Fund will consist of contributions collected pursuant to s. 444.012 (established in separate companion legislation)

Only the secretary of the Department of Financial Services or their designee may authorize expenditures from the fund

Trust fund is scheduled for termination on July 1, 2026, unless terminated sooner, with required review before termination per state constitutional requirements

Effective date is contingent on passage of companion legislation (SB ___) in the same legislative session
