Requires district school boards to establish procedures providing advance notification to parents before conducting drills for active assailant and hostage situations, with an option to excuse students from evacuation drills.

Mandates elementary schools conduct at least 6 fire drills (4 involving building evacuation) and 6 emergency drills annually; middle and high schools conduct at least 4 fire drills (3 involving evacuation) and 6 emergency drills annually.

Requires active assailant and hostage situation drills to be developed in consultation with mental health professionals consistent with National Association of School Psychologists guidance, with law enforcement officers physically present and directly involved.

Allows students whose parents excuse them from evacuation drills to remain on school premises during the drill while remaining excused from participation.

Requires all district school drills to address the needs of exceptional education students and be conducted in developmentally and age-appropriate manners using plain language.
