Suspends statutory requirements for physical presence at governing body meetings for local and regional governmental entities during declared states of emergency for up to 6 months (or longer if extended by Governor).

Authorizes governing bodies to use communications media technology, including telephonic and video conferencing, to conduct meetings during declared states of emergency.

Counts remote participation by governing body members through communications media technology as their presence at the meeting and toward quorum requirements.

Requires meetings conducted via communications media technology to function as if being conducted in person, with members entitled to attend either in person or remotely.

Takes effect July 1, 2022.
