Requires any person addressing a legislative committee to take an oath or affirmation of truthfulness, with exceptions for legislators, legislative employees, and certain children as determined by the committee chair.

Makes false statements under oath before a legislative committee a felony of the third degree, or a felony of the second degree if the person was compelled by subpoena as a witness.

Allows the Senate or House to establish rules permitting a signed appearance form to substitute for an oral oath, provided the form notifies the signer of the truthfulness requirement and applicable penalties.

Removes previous language from section 11.143 regarding committee administration of oaths and associated false swearing penalties, replacing it with the new comprehensive oath requirement in section 11.1435.

Takes effect July 1, 2022.
