Authorizes resilience-related advisory committees composed solely of representatives from four or more counties to conduct public meetings and workshops via communications media technology when at least 200 miles separate the two most distant county seats.

Deems committee members participating through communications media technology to be physically present at the meeting or workshop.

Requires that communications media technology allow all persons attending to audibly communicate in the same manner as if physically present.

Mandates meeting notices include whether communications media technology will be used, how interested persons may participate, and locations where the technology will be available.

Requires other applicable laws governing remote meetings to be liberally construed when applied to these resilience-related committee meetings.
