Requires supervisors of elections to enclose a postage-paid mailing envelope with each vote-by-mail ballot, eliminating the requirement that voters provide their own postage.

Removes the instruction that voters must ensure sufficient postage when mailing completed ballots in sections 101.65 and 101.6923.

Applies the postage-paid requirement to both regular vote-by-mail ballots and special ballots for certain first-time voters.

Takes effect October 1, 2022.
