Limits pickup fees charged by airports and seaports to transportation network companies (TNCs) to a maximum of $2.00 per ride.

Requires pickup fees charged to TNCs be consistent with fees charged to taxicab companies at the same airport or seaport.

Prohibits airports and seaports from intentionally removing, degrading, or impeding access to services, benefits, or infrastructure previously provided to TNCs before January 1, 2021, including staging lots, curb access, and driver rest facilities.

Preserves airport and seaport authority to designate specific locations for staging, pickup, and similar operations.

Effective date: July 1, 2022.
