Prohibits Medicaid managed care plans from using exclusively telehealth providers to meet network adequacy requirements.

Requires health insurers to cover telehealth services on the same basis and reimbursement rate as in-person encounters for services delivered or issued on or after January 1, 2023.

Prohibits health insurers and HMOs from denying coverage, excluding services, or requiring greater cost-sharing (deductibles, copayments, coinsurance) based solely on telehealth delivery rather than in-person encounters.

Prohibits health insurers and HMOs from mandating that insured persons use telehealth instead of in-person encounters for covered services.

Allows health insurers and HMOs to conduct utilization reviews of telehealth appropriateness and limit telehealth services to in-network providers, effective July 1, 2022.
