Authorizes the Commissioner of Education, with State Board approval, to approve multiple nonprofit athletic associations in addition to the Florida High School Athletic Association (FHSAA) to govern high school athletics.

Allows both private and public high schools, charter schools, virtual schools, and home education cooperatives to become members of any approved athletic association and permits simultaneous membership in multiple associations.

Requires approved athletic associations to adopt bylaws addressing eligibility, recruiting prohibitions, medical evaluations, investigations, coach sanctions, concussion protocols, and appeals procedures.

Imposes specific penalties for recruiting violations by school employees, including $5,000 forfeiture for first offense, 12-month suspension for second offense, and potential 3-year educator certificate revocation for third offense.

Makes conforming changes throughout Florida statutes to replace references to "FHSAA" with "approved athletic association" in sections addressing immunity, student rights, private schools, and educator discipline.
