Requires short-term visitors to carry an electronic copy of their registration certificate at all times when possessing marijuana and present it to law enforcement upon request.

Deposits the $10 reciprocity fee in the Tourism Promotional Trust Fund rather than the standard Grants and Donations Trust Fund.
