Reduces mandatory minimum sentences for prison releasee reoffenders: life felonies to 25 years (from life), first-degree felonies to 20 years (from 30), second-degree felonies to 10 years (from 15), and third-degree felonies to 3 years (from 5).

Eliminates the requirement that prison releasee reoffenders serve 100 percent of their court-imposed sentence and are ineligible for parole, control release, or any form of early release.

Applies the revised sentencing structure retroactively to persons sentenced before July 1, 2022, who qualify as prison releasee reoffenders but were not previously sentenced under that statute.

Establishes a resentencing process allowing eligible persons to request a sentence review hearing in their original sentencing court, with court-appointed counsel provided if indigent, and allows courts to resentence up to the original sentence with time served credit.

Permits resentenced persons to earn gain-time credits previously unavailable to them under the former sentencing provision.
