Revises registration periods for mobile homes owned by natural persons to begin on the first day of the owner's birth month and end the last day of the month before their birth month in the succeeding year.

Changes the renewal period for vehicles with birth-month-based registration from a 30-day period to the day of the vehicle owner's date of birth.

Modifies registration renewal periods for vehicles not owned by natural persons from a 31-day period prior to expiration to a 31-day period before expiration.

Requires the Department of Highway Safety and Motor Vehicles to offer customers beginning September 1, 2023, the option to renew registrations on their dates of birth in 2024 or 2025, with January-June birthdays allowed 1-18 month renewal periods and July-December birthdays allowed 7-24 month renewal periods.

Takes effect September 1, 2023.
