Creates a Charter School Review Commission within the Department of Education with seven members appointed by the State Board of Education and confirmed by the Senate, with authority to review and approve charter school applications and grant charter contracts.

Authorizes members of the Legislature to visit any public school in their legislative district under the same sign-in and identification requirements as school board members, without prior notice required.

Establishes the Florida Institute for Charter School Innovation at Miami Dade College to improve charter school authorizing practices, provide training to sponsors, conduct research on charter schools, and disseminate best practices.

Expands charter school protections including exemptions from certain land use regulations, requirements that a proportionate share of educational impact fees be designated for charter school construction, and restrictions on sponsor administrative fees for teacher compensation allocations.

Requires the Office of Program Policy Analysis and Government Accountability to analyze capital outlay and federal fund distribution methodologies to charter schools and submit recommendations to the Governor and Legislature by January 1, 2023.
