Extends presumption of work-related disability to emergency rescue and public safety workers who contract COVID-19 or infectious diseases declared public health emergencies, in addition to existing coverage for hepatitis, meningococcal meningitis, and tuberculosis.

Requires workers claiming the presumption to affidavit they were not exposed to the disease outside their employment scope in the 14 days before COVID-19 diagnosis or during the relevant public health emergency for other infectious diseases.

Eliminates the requirement for workers to undergo pre-diagnosis medical testing for meningococcal meningitis, COVID-19, and infectious diseases declared as public health emergencies.

Mandates emergency rescue and public safety workers file incident or accident reports with their employer for each known or suspected occupational exposure to COVID-19 and infectious diseases.

Adds formal definitions for "COVID-19," "infectious disease," and clarifies what constitutes body fluids for transmission purposes, including respiratory and salivary fluids.
