• Allows adults 21 years or older to purchase and possess up to 2,000 milligrams of tetrahydrocannabinol in marijuana products and up to 2.5 ounces of marijuana in smoking form from registered MMTCs; violation is punishable under s. 893.13.

• Permits adults 21 and older to deliver up to 2,000 milligrams of tetrahydrocannabinol or 2.5 ounces of cannabis to another adult without consideration; minors violating this face misdemeanor charges.

• Restructures MMTC regulation by requiring separate registration and operating licenses for cultivation, processing, retail, and transportation functions rather than a single license.

• Establishes facility permits for cultivation, processing, dispensing, and storage locations; requires MMTCs to cease operations if a facility permit expires or is revoked.

• Creates cannabis expunction procedures allowing individuals convicted of cannabis possession of 4.0 ounces or less before January 1, 2023 to petition for record expunction; provides retroactive resentencing for eligible individuals currently serving sentences.
